ABSTRACT: As the importance of the health care system is great, each country is making efforts to provide a sustainable health care financing system that would enable the exercise of basic social security rights, ie the right to health care, in a qualitative way. The aim of the health care system is to preserve and improve the general level of health of the population, and its obligation is to ensure accessibility, accessibility and integration at the level of physical, geographical and economic availability and health care of adequate quality, continuous education of health personnel, ensuring sustainable financing, autonomy of management. and financing health care and positioning citizens at the heart of the health care system. Health care financing is a function of the health system that deals with the mobilization, accumulation and distribution of money to meet the health needs of people, individually and collectively in the health system. The health care system in the Western Balkan countries has faced a number of issues in the last few years regarding the financing of health care. Some of the major financial problems that have accompanied the health system in this region are the funding methods used in financing health activities and the attitude of the authorities in these countries regarding the performance and quality of health care. Regardless of the decision makers, those who bear the costs of the health sector are citizens of the Western Balkan countries whose social protection is deteriorating due to denial of access to quality health services. Starting from the method of financing health activities, the subject of the doctoral dissertation is to determine the difference between the system and the concepts of financing on the basis of the conclusions drawn from the analysis of the healthcare financing system in the Western Balkan countries. Therefore, the aim of the doctoral dissertation is to identify the relationship between healthcare funding, system performance, and quality of service. The doctoral dissertation first discusses the characteristics of the health care system, then the concept of health care financing in developed countries as well as in the Western Balkan countries. The research focuses on the impact of healthcare financing methods on the quality and performance of the healthcare system in the Western Balkan countries.

APSTRAKT: Kako je značaj sistema zdravstvene zaštite veliki, svaka država ulaže napore u nastojanju da obezbedi održiv sistem finansiranja zdravstvene zaštite, kojim bi se na kvalitetan način omogućilo ostvarivanje osnovnih prava iz socijalnog osiguranja, odnosno prava na zdravstvenu zaštitu. Cilj sistema zdravstvene zaštite je očuvanje i unapređenje opšteg nivoa zdravstvenog stanja stanovništva, a njegova obaveza je da obezbedi dostupnost, pristupačnost i integrisanost na nivou fizičke, geografske i ekonomske dostupnosti i zdravstvenu zaštitu odgovarajućeg kvaliteta, neprestano obrazovanje zdravstvenih kadrova, obezbeđenje održivog finansiranja, autonomija upravljanja i finansiranja zdravstvene zaštite i pozicioniranje građana u samo središte sistema zdravstvene zaštite. Finansiranje zdravstvene zaštite je funkcija zdravstvenog sistema koja se bavi mobilizacijom, akumulacijom i raspodelom novca kako bi se pokrile zdravstvene potrebe ljudi, pojedinačno i kolektivno u zdravstvenom sistemu. Sistem zdravstvene zaštite u zemljama Zapadnog Balkana u poslednjih nekoliko godina se suočava sa brojnim pitanjima vezanim za finansiranje zdravstvene zaštite. Neki od glavnih finansijskih problema koji su pratili zdravstveni sistem u ovom regionu su metode finansiranja koje su korišćene u finansiranju zdravstvenih aktivnosti i stav vlasti u ovim zemljama u pogledu učinka i kvaliteta zdravstvene zaštite. Bez obzira na donosioce odluka, oni koji snose troškove zdravstvenog sektora su građani zemalja Zapadnog Balkana čija se socijalna zaštita pogoršava zbog uskraćivanja pristupa kvalitetnim zdravstvenim uslugama. Polazeći od metoda finansiranja zdravstvenih aktivnosti, predmet doktorske disertacije je da se na bazi dobijenih zaključaka iz analize sistema finansiranja zdravstvene zaštite u zemljama Zapadnog Balkana utvrdi razlika između sistema i koncepata finansiranja. Stoga je cilj doktorske disertacije identifikacija odnosa između sredstava finansiranja zdravstvene zaštite, učinka sistema i kvaliteta usluga. U doktorskoj disertaciji se najpre razmatraju karakteristike sistema zdravstvene zaštite, zatim koncept finansiranja zdravstvene zaštite u razvijenim zemljama, kao i u zemljama Zapadnog Balkana. Istraživanje je fokusirano na uticaj metoda finansiranja zdravstvene zaštite na kvalitet i performanse zdravstvenog sistema u zemljama Zapadnog Balkana.
