Uticaj strategijskog upravljanja ljudskim resursima na performanse zdravstvenih organizacija

Abstract:Considering the nature of work and the specific goal of healthcare organizations, the development and retention of specific human capital, manifested in the unique competencies, skills and experience of healthcare workers, is of great importance. The development, attraction and retention of human capital of healthcare organizations requires a specific practice of human resource management, which has a strategic nature. Within the strategic management of human resources of healthcare organizations, the emphasis is on comprehensive orientation, training programs and policy of continuous learning in order to improve competencies, both in medical and non-medical domains. The strategic approach also includes a performance measurement and reward system designed to meet the motivational needs of employees, focusing on learning, career development, recognition and praise. If it is able to develop valuable human capital, the health organization will improve the quality and efficiency of the provided health service, but also the whole set of performance in financial and non-financial terms. Therefore, the main goal of the research is to examine the effects of strategic management of human resources on the performance of healthcare organizations. The research was conducted as a cross-sectional study. The survey method used the instrument of the survey technique - a questionnaire, which was distributed in electronic and traditional form in healthcare organizations in the Belgrade region. The collected data were processed in statistical software SPSS V25 and SmartPLS 4, and descriptive statistical analysis, confirmatory factor analysis and structural equation model were used as statistical techniques. ANOVA and t test were used to compare the arithmetic means of the sample.
S obzirom na prirodu posla i specifični cilj zdravstvenih organizacija, od velikog značaja je razvoj i retencija specifičnog ljudskog kapitala, manifestovanog jedinstvenim kompetencijama, veštinama i iskustvom zdravstvenih radnika. Razvoj, privlačenje i zadržavanje ljudskog kapitala zdravstvenih organizacija zahteva specifičnu praksu upravljanja ljudskim resursima, koja ima strategijsku prirodu. U okviru strategijskog menadžmenta ljudskim resursima zdravstvenih organizacija akcenat je na sveobuhvatnoj orijentaciji, programima obuke i politici kontinuiranog učenja u cilju poboljšanja kompetencija, kako u medicinskim tako i u nemedicinskim domenima. Strateški pristup takođe uključuje merenje učinka i sistem nagrađivanja dizajniran da zadovolji motivacione potrebe zaposlenih, fokusirajući se na učenje, razvoj karijere, priznanje i pohvale. Ukoliko je u mogućnosti da razvije vredan ljudski kapital, zdravstvena organizacija će unaprediti kvalitet i efikasnost pružene zdravstvene usluge, ali i čitav set performansi u finansijskom i nefinansijskom pogledu. Imajući u vidu navedeno, osnovni cilj istraživanja je ispitivanje efekata strategijskog menadžmenta ljudskih resursa na performanse zdravstvenih organizacija. Istraživanje je sprovedeno kao studija preseka. Metodom ankete je primenjen instrument tehnike anketiranja – upitnik, koji je u elektronskoj i tradicionalnoj formi distribuiran u zdravstvenim organizacijama u Centralnoj Srbiji. Prikupljeni podaci obrađeni su u statističkim softverima SPSS V25 i SmartPLS 4, a od statističkih tehnika primenjene su deskriptivna statistička analiza, konfirmativna faktorska analiza i model strukturalnih jednačina. Za poređenje aritmetičkih sredina uzorka korišćeni su ANOVA i t test.
